To me this cartoon shows two main meanings: 

First, obviously the media is paying close attention to Donald Trump because of his controversial remarks throughout his current campaign-run. The media is relentless in worrying about the surface of his remarks instead of the much deeper issues that are connected to these same remarks. The elephant could represent the other campaign members that maybe feel that their own remarks deserve the attention because they're more detailed in thought to solve specific issues.

 

The second way that I thought about this cartoon was that the elephant represents the common phrase, "the elephant in the room". Usually when an elephant is portrayed as a metaphor for that meaning it seems calm, isolated and maybe sad. This elephant in the cartoon seems outraged and in need of attention. In comparison, Trump is on the opposite side, looking towards, very neutral and unphased. Maybe this is Trump's plan to draw attention away from the deeper issues that other candidates have better strategies for, but with Trump still gaining more notoriety in the public's eyes.
